  • Has developed operational and budget strategies for police, fire, transportation, environmental services, parks and recreation, health, transit, sheriff, jails, and public schools

  • Has managed a business unit with 450 employees and a budget to match

  • Deep expertise in strategy, operations, finance, HR, and government operations

  • Also advised multiple federal and state government agencies

  • Currently, an owner of a small business that advises mid-size companies in the federal contracting, professional services, engineering, research science, and IT services industries

More About Bill

  • Married over 30 years, two sons who attended Alexandria City Public Schools

  • Born and raised in Baltimore, growing up in a multi-generational Latino household

  • Graduated from the Baltimore County Public School System

  • Earned a dual AB degree in management sciences and history from Duke

  • Worked his way through grad school at William & Mary, earning an MBA degree
